Naviair rolled out a new ATM system in 2007. The system is based on state-of-the art technology in our area. The system remains one of the most modern in Europe, and forms the basis for COOPANS.
In 2006, Naviair joined the COOPANS cooperation together with LFV and IAA, with Thales as supplier and partner. In 2010, Austro Control joined the cooperation, and Croatia Control joined as an observer. Croatia Control is expected to decide to become a fully-fledged partner in 2011.
The purpose of COOPANS is to harmonise operational and technical procedures in order to limit specific national functionalities. This will make the COOPANS partners’ ATM systems almost identical in the longer term. It is COOPANS’ philosophy to upgrade the ATM system gradually, avoiding an expensive ‘big bang’ migration strategy. The cooperation is expected to reduce system development costs by approximately 30 per cent compared with the costs each partner would incur if it had to develop the technology individually. Naviair expects to implement the first upgrade (COOPANS Build 1) in the ATCC in Copenhagen in 2012. Build 1 is based on our own system, supplemented both by our own experience and experience from the Irish CAIRDE system and the Swedish S2K system. Furthermore, various harmonisation changes have been implemented to ensure a joint system that can, at the same time, be configured to suit national requirements. According to the plan, first implementation of Build 1 will be in the ATCC in Shannon in Ireland in February 2011.
